Louie is a shop operator handling foodstuffs, such as fruits, where Tad Thorean is employed in 42YR.

After catching Thorean in the side alley of the establishment with a fruit tray, he sees the backside of a potential customer and directs Thorean to engage the customer, before returning inside. The customer in question is none other than Joseph Adama, who uses Evelyn's information to find Thorean's place of employment and forces Thorean to show him entry into New Cap City in the same alley ^{(CAP: "The Imperfections of Memory")}.
