General Maxwell is a career military officer for the [[Nationalists]] of [[Terra]] as well as father to [[Maxwell, Brenda|Brenda Maxwell]], his only child apparently. He knew Colonel [[Charlie Watts]], and probably was his subordinate, along with Colonel [[Stone]], whom he called "Stoney". He had some sort of friendship with President [[Arends]], whom he was forced to investigate later on after Arends began shutting out the [[Nationalist Presidium]]. Sure enough, they were right, and as the members of the Presidium fled vainly to shelter from the nuclear weaponry, Maxwell derisively told Arends to frame the treaty because they would all be dead within six minutes.
