Stone is the Nationalist aide to General Maxwell, as well as a family friend.
"Stoney's" knowledge of the general's mission to Lunar One makes him a threat to President Arends' peace treaty and is later imprisoned on Arends' order.
Stone initially doesn't believe the story told by Captain Apollo, who appears to be Colonel Watts, but apparently believes some of the tale after Starbuck appears.
Together they then go to the Precedium to convince the council that an attack is imminent and that the peace treaty is just a delaying tactic.
Stone reports the Eastern Alliance attack to Maxwell in the Precedium. After the Attack and the ongoing peace talks he noticed, that Apollo must have left the building (TOS: "Experiment in Terra").
