An unnamed Kiernu Chancellor oversees the Kiernu people in the Empyrean Expanse during the Fleet's travels through this area circa 7348.
Prior to the Fleet's trespass through an area of Kiernu-controlled space, the Kiernu Chancellor receives their appointment to become the leader of the Comitat, an assemblage of Empyrean species victimized by the Okaati (Battlestar Galactica Classic #4). This did not come to be as the Cylons, overseen by Lucifer, exterminate the entire Kiernu species for their failure to delay the Fleet despite the Chancellor's in-person protestations to Lucifer (Battlestar Galactica Classic #0—#1).
Despite an adversarial encounter with the Kiernu Chancellor, Adama is horrified to learn of their extermination by Cylon hands and blames himself for brining destruction down upon the Chancellor's people (Battlestar Galactica Classic #1). Adama, assuming leadership of the Comitat as per their custom, avenges the Kiernu by fighting the Cylons to their defeat at Gehenna Prime and repopulating the Kiernu Chancellor's homeworld with the Okaati (Battlestar Galactica Classic #5).

- The skin color of the Kiernu Chancellor differs between his two appearances. Of interest is the pink-rouge color as seen on Adama's scanner in both issues #0 and #1, suggesting that this coloration is attributed to the transmission medium, as "in-person" depictions of the Kiernu feature drab green pigmentation.
