The acronym ECO stands for Electronic Countermeasures Officer.[1]
The ECO is responsible for the electronic countermeasures on a Raptor (Miniseries, "33"). ECOs also operate computer equipment, including scanning and detection equipment ("Water", "The Hand of God").
ECOs are also trained to fly the Raptor, and do so if the primary pilot is incapacitated or unavailable. Crashdown pilots his Raptor when his pilot Karma is killed (Kobol's Last Gleaming, Part I), and Racetrack pilots a Raptor on several occasions ("Fragged", "Final Cut").
As Galactica faces chronic pilot and ship shortages, ECOs like Racetrack and Helo pull 'double-duty' as both pilot and ECO as the situations dictate.
