Ishtara is the Psych-Med Doctor aboard Galactica.

Ishtara often has frequent counseling sessions with Starbuck, and finds his behavior both unbecoming and dangerous, leading to her decision to ground Starbuck from flying.

Between objections from her own intern Vesta, and a later counseling session with Starbuck where he explains his nonchalant approach to life, Ishtara decides to clear Starbuck and follows his advice to "let her hair down" (^{(Comics: Fear of Flying)}).
