Starke is a guard on the Astral Queen. During the attempt to commandeer the Queen, Seaborne attacks Starke, permitting him to open the inmates' cells with impunity.

Presumably, he is among the support staff who are evacuated after the inmates were given control of the Queen ^{(TRS: "Bastille Day")}.
