General Maxwell is a career military officer for the Nationalists of Terra as well as father to Brenda Maxwell, his only child apparently. He knew Colonel Charlie Watts, and probably was his subordinate, along with Colonel Stone, whom he called "Stoney". He had some sort of friendship with President Arends, whom he was forced to investigate later on after Arends began shutting out the Nationalist Presidium. He attempted to bypass the Eastern Alliance forces of Lunar One to gather intelligence on the happenings there. His reconnisance mission failed and he returned to Terra.

General Maxwell, Stone and the Warriors attempted to get an audience with President Arends, but were unable to do so alone. In front of the entire Presidium, he and, later on, Apollo attempted to convince Arends and the Presidium members that the Nationalists would not agree to the peace treaty. Sure enough, they were right, and as the members of the Presidium fled vainly to shelter from the nuclear weaponry, Maxwell derisively told Arends to frame the treaty because they would all be dead within six minutes.
The Galactica, however, managed to destroy all the nuclear weaponry, scaring the Alliance into accepting the peace accord. When Maxwell tried to thank Apollo and solicit Colonial technology, John had pulled him out of the Presidium. (Experiment in Terra)
