Parem is a triad player. Judging from Zed's commentary, which is overheard while Cassiopeia waits for Starbuck in Rising Star's docking lounge, he replaces Starbuck after he is ejected from the game for fighting.
Barton bodychecks Parem into the wall during the game (TOS: "Murder on the Rising Star").
