Moore was an advisor to [[Nationalist]] President [[Arends]].  As such, he knew about the secret peace treaty between the facist [[Eastern Alliance]] and the [[Terra]] Nationalist government. He brought up the attention of the two unidentified craft ([[Apollo (TOS)|Apollo]]'s and [[Starbuck (TOS)|Starbuck]]'s [[Vipers (TOS)|fighters]]), but apparently was met with unconcern about it.
