Tolan is the second-in-command of the battlestar Pegasus, under Commander Cain's command.
Although he is loyal to Cain, Tolan apparently doesn't totally reject Tigh's command of Pegasus during Cain's mitigation of command. For his part, he warns Tigh to wait to transfer the fuel until things had calmed down a bit (i.e., probably when Cain returned to Pegasus) (The Living Legend).
He remains aboard Pegasus as it makes its assault on the two basestars (The Living Legend).
