The Colonial Forces maintained an Officer Candidate School.
The school has been in service since the Cylon War, when Saul Tigh attended it.[1]
Crashdown also attended the school, but his literal usage of a basic command instructional tool from the school to plan an attack on a Cylon position on Kobol attests to his inexperience, according to Galen Tyrol (TRS: "Fragged").
