"Shooter" is the launch officer on the battlestar Galactica during the Miniseries. As the same rank insignia is used for both Junior Lieutenant and for Ensign, it is uncertain what his actual rank is.

"Shooter" aborts "Starbuck"'s launch
He initially tells Joker "Good luck" as that pilot launches in the second combat sortie from Galactica. He then has to abort Lt. Kara "Starbuck" Thrace's third launch attempt due to her Viper's thrusters fluctuating.
Notes
The term "shooter" could also be just generic military jargon for launch officer. In that case, then the officer in question is without name whatsoever.
