Bell is a curly-haired cameraman, working alongside D'anna Biers for her documentary on Galactica (Final Cut).
Because of his devious behavior and close working relationship with Biers, whom viewers (although not Colonial characters at the time) know to be a Cylon agent, some viewers suspect he is also a Cylon.
