The Ghost Fleet Offensive was an initiative by the Colonial Fleet to put the Cylons on the defensive using ships thought to be destroyed, but actually hidden away. The plan is successful, and the ghost fleet is able to strike "every toaster base in five sectors", and inflicted major damage (Blood and Chrome).

The plan involved broadcasting the Ghost Fleet's position to the Cylons, who then scrambled most of their forces defending their bases. However, once the Cylon fleet arrived at the Ghost Fleet's position, they were long gone. With the Cylon bases now undefended, the Colonials were in a position to strike. And strike they did, inflicting major damage on multiple Cylon bases. This put the Cylons on the defensive, and provided a much needed morale boost for the beleaguered Colonials.
