Major Goofball is a mentally-deficient blackshirt whose sole task is to count how many children have left the burning Delphi.

He tells Troy and Dillon that 125 kids have left the ship as the Super Scouts approach a shuttle. Troy replies that he has 12, and Goofball is able to add that, saying that "That's 137. All accounted for!" with what Earhtlings of the early 21st century would call a "goofy-ass grin".[1]

Goofball helps the Warriors load the kiddos on the ship, but doesn't accompany them. He resides on the ship, clearly unaffected by the thick smoke.
