Clifford is the police chief for the New York Police Department, his right-hand man is Grover.
Colonel Briggs tells the incredulous Chief Clifford his theory that they are dealing with "visitors from another world" after Grover reports that the fire at Arnie's apartment was started by a guy who had "flames coming out of his fingers". However, after the misadventure, Clifford and Grover write off the whole incident as being just one of New York's quirks (1980: "The Night the Cylons Landed, Part II").

- The name for this character is from the script. Glen A. Larson intended for the character to be Chief Peter B. Clifford from the 1970-77 TV series McCloud (which Larson had been executive producer of) but the inability to cast the same actor, J.D. Cannon in the part prevented that, hence why the character as played by Bernie Hamilton goes unnamed in the final episode.
