James Earl "Jimmy" Carter, Jr. is the president of the United States of America at the time the Fleet discovers Earth.

Upon Commander Troykus Adama's decision to hover Galactica over the White House, Carter (having been moved to a bunker underneath the building) resorts to a nuclear attack on the alien craft, believing it to be a Russian construct. After this incident and Doctor Gaius Zee's decision to invade Earth in order to assume control over its defenses, Carter is relocated to the United States's continuity bunker Mount Weather, where he later grants an audience to Commander Adama, Captain Troy Adama, and Doctor Felix Mortinson.

Carter is instrumental in aiding Adama's plan to deliver Earth's massive nuclear arsenal against the invading Cylon force during the Battle for Earth (Galactica 1980 #14).
