The Fleet Registry is a database of all human survivors of the civilian Fleet.
This database was likely created from the efforts of Socinus and others aboard Galactica as many survivors tried to obtain information on other relatives and friends who may have survived the Cylon attack (33).
Tory Foster invites former Cylon captive Daniel Novacek to use the Registry to look for any of his surviving family members (Hero).
Photos and other memorabilia of loved ones who did not survive the assault on the Colonies (or have died since the exodus) are often enshrined in the memorial hallway ("33", "Scar", "The Passage").
