Grover is an officer with the New York Police Department and is the right-hand man of the NYPD Chief Clifford.
Grover reports to Chief Clifford about the fire at Arnie's apartment, informing him that witnesses at the party tell of a guy who started the fire with "flames coming out of his fingers". This prompts Colonel Briggs, who is present to convince the NYPD not to harm Dillon or Troy, to go to the apartment (1980: "The Night the Cylons Landed, Part II").
