A transmitter is an electronic signaling device that transmits a signal on specified frequencies for homing and identification.
One such transmitter allows the Terran shuttle Lunar Avion to track and automatically land on Paradeen (TOS: "Greetings From Earth").
Boomer rigs a portable identification transmitter for Apollo and Starbuck to carry in their mission, knowing that the only way they can leave the basestar is aboard a Cylon craft. It is attuned to the Colonial attack frequencies and reads as a "flashing red dot" on an attack scanner (TOS: "Greetings From Earth").

edit- The various scanners, the personal communicator, and transmitter tend to be similar, as they are variations of the same prop re-used and redressed throughout the series.
