A kilon is a measure of a starship's speed through space.
A speed of 289 kilons is considered to be a cruising speed, seeing as an individual at Adama's briefing in the war room notes that such a speed would "seem to [indicate to said individual] that [the Cylons] are not in any kind of pursuit" ((Comics: The Law of Volahd, Part 2)).
