Rising Star is a border world outside of the realm of the Twelve Colonial Empires, known for its "scoundrel" natures.
It is uniquely overseen by two warring Queens, Cassiopeia and Sheba, whom happen to be sisters.
Following the destruction of Caprica, Lady Athena and her servant Boxey travel to the planet to recruit Starbuck on information from Fleet Admiral Tigh (Steampunk Battlestar Galactica 1880 1).
In the aftermath of the assault on Gamoray, Cassiopeia and Sheba continue their rule over Rising Star (Steampunk Battlestar Galactica 1880 #4).
