Phelan is the head of the black market operating within The Fleet.
His father was a member of the Colonial Defense Force, and is presumed dead, killed during the initial Cylon attack. Phelan himself is an "ex-military mercenary".
Phelan has no issues with shady and immoral practices such as child prostitution. He claims "it's hard to find the moral high ground when we're all standing in the mud."
He is shot and killed by Lee Adama aboard the Prometheus (Black Market). Misjudging Apollo's character, he is confident that Apollo won't shoot him saying 'I am not like my old man, and you are not like yours'.
