Lunar Seven is a Terran colony.
The atmospheric pressure on Lunar Seven is approximately one-fifth the standard pressure of the Twelve Colonies. The colonists selected for Lunar Seven were genetically altered to adapt them to the lower pressure.
Michael, Sarah Fowler, and their children escape from here in Lunar Avion after the colony is taken over by the Eastern Alliance (TOS: "Greetings From Earth").

edit- "Lunar Seven" may also be spelled "Luna Seven" as shown on the readout of Adama's computer journal in the episode "Baltar's Escape". This may be to prevent it from being related to Earth's moon.
