Admiral Jennings is a leader within the Caprican Armed Forces before the First Cylon War, later ascending to Colonial Fleet admiralty thereafter.

During the Caprica-Sagittaron Conflict, Jennings assigns Ben Tanner to lead a project that militarizes robotic servants in order to augment Caprican losses. This birthed the later conflict with the Cylons (Battlestar Galactica: Cylon War #1).

Before the final escalation at the Battle of Sagittaron Bellarias, Jennings meets with Clive Madras at a peace talk overseen by Picon's Aurellia Lorelei on Bainstrom Space Station; Jennings ends the talks by walking away from them during a heated debate, believing Madras to be an extremist advocating a backwards culture (Battlestar Galactica: Cylon War #3).

In the weeks following the Cimtar Peace Accords, Jennings orders Galactica and a task force to hunt down and eliminate a rogue Cylon cell known as the Annihilators (Battlestar Galactica: Origins #5).
