Billy Keikeya is a young, fairly good-looking member of Laura Roslin's staff. Possibly an intern, given his relative youth, he is nevertheless gifted and capable - and a lot more insightful than people might otherwise assume.

Biography[edit]

As a result of his abilities, he is selected by Roslin to accompany her to the decommissioning ceremonies for the Battlestar Galactica. During this time, he recognises that not only is Roslin ill, she is in fact suffering from cancer. (Mini-Series)

His parents had moved to Picon two months prior to the Cylon Invasion to be with Billy's sisters. It is assumed they died there.

Following the loss of President Adar's cabinet, Roslin is sworn-in as President, and Billy finds himself promoted to the position of her senior aide. One of his first tasks is to work with her to tally the number of survivors in the fleet (33), and establish records for the dead. Later, he is directly engaged in attempts to get the 1,500 prisoners aboard the Astral Queen to help the fleet obtain water supplies (Bastille Day), after Galactica's water supplies are sabotaged. (Water) Despite his dubious mathematical aptitude, (33) he is an exceptionally organized individual who also acts as the senior spokesperson for her administration (Litmus).

Off-duty, Billy has struck up a friendship with Petty Officer Dualla, a member of the Galactica's command crew, which has recently blossomed into romance (Secrets and Lies). However, this is despite the fact Dualla and Billy share irreconciliable viewpoints about Tom Zarek; he believed that Zarek was a prisoner of conscience who saw his fellow Sagittarians being mistreated by the other Colonies. (33)

As Roslin continued the unconventional treatment of her cancer, Billy's concern heightened. When she passed out due to an overdose of Chamalla, he made a call which he, unknowingly, did on an open channel - as such, it was intercepted by the often irksome Colonial Press.

Later on, he questioned Roslin's hallucinations and her actions in her search for the Arrow of Apollo. He believed that her actions would irreparably damage the Colonial Government, (Kobol's Last Gleaming, Part I) though he did stand by her side as Roslin and her Secret Service agents were prepared to thwart Commander Adama's attempt to arrest her. (Kobol's Last Gleaming, Part II)

Roslin was the only member of the government arested in respose to her subversion of military assets, namely Starbuck, from Adama's control. Other government offices like Billy and the members of the Quorum of Twelve were still free to do as they wished within the fleet. Billy rarely left Laura’s side during her internment in Galactica's brig and routinely kept her up to date on the deteriorating situation within the fleet in the wake of the attempt on Commander Adama's life by Cylon infiltrator Lt. Sharon Valerii. (Scattered through Resistance)

When Lee Adama formulated a plan to break the President out of the brig and fly her to safety on Cloud 9 Billy was supportive of Laura's position but ultimately could not follow her down the path she was about to take. The two parted company in Galactica's hanger bay with Billy staying behind and Roslin fleeing into the fleet before Col. Tigh and Commander Adama could recapture her. (Resistance)

A mission to return to Kobol and find President Roslin, who had gone there with over a thrid of the fleet looking to use the Arrow of Apollo show reveal the way to Earth was later assembled. Commander Adama brought Billy along with him and his insertion team because he felt that aside from himself and Lee, Billy was the only other person that she would listen to. When he humbly denied the assumption that Roslin put any stock in his opinions Adama stunned him by saying Laura felt that he would become President himself some day. He told him that Laura said he reminded her of former President Adar on his first campaign for public office. Billy had no idea how to respond to Adama's lofty comparison, but was quickly brought back to reality when Adama reminded him that Adar was a "moron". On the surface of Kobol Billy was reunited with Laura and she was overjoyed to see him once again. Billy was also one of the few people that entered the Tomb of Athena and saw the map to Earth. (Home, Part II)
