John Russel Fowler was the father of Sarah Fowler. He owned a residence on Paradeen, a planet under the influence of the Eastern Alliance.
He built the android Vector to aid him in maintaining his residence.
Vector and his android counterpart Hector greeted Sarah Fowler, Michael and an expedition from Galactica consisting of Apollo and Starbuck.
Fowler had died since his daughter's last visit. The androids show the group the grave of their master (TOS: "Greetings From Earth").
