Biography
The head of the agron town of Serenity on planet Sectar who oversaw the appointment and death of countless ill-armed constables. He refused Starbuck and Boomer's offer for the unmarked energizer given by Siress Belloby; though he ordered his henchmen to steal it and stow the energizer in a storage lot. When Starbuck attempted to gain funds to procure seed that the Fleet needed to regain its food stores, he was conned into winning the badge of the constable.
Circumstances intervened and Starbuck managed to hammer out a deal between the Borays and the townspeople of Serenity, with everyone eventually getting what they wanted in the first place. Bogan promised the Colonial Warriors that he would clean up his act.
This promise does seem likely, as he appeared to be a generous, well-mannered man forced into the undesirable position of defending the town against the aggressive boar-humanoid Borays. (The Magnificent Warriors)
