Billy Keikeya is a young, fairly-good looking member of Laura Roslin's staff. Possibly an intern, given his relative youth, he is nevertheless gifted and capable - and a lot more insightful than people might otherwise credit.
Biography
As a result of his abilities, he is selected by Roslin to accompany her to the decommissioning ceremonies for the Battlestar Galactica. During this time, he recognises that not only is Roslin ill, she is in fact suffering from cancer. (Mini-Series)
His parents had moved to Picon two months prior to the Cylon Invasion to be with Billy's sisters. It is assumed they died there.
Following the loss of President Adar's cabinet, Roslin is sworn-in as President, and Billy finds himself promoted to the position of her senior aide. One of his first tasks is to work with her to tally the number of survivors in the fleet (33), and establish records for the dead. Later, he is directly engaged in attempts to get the 1,500 prisoners aboard the Astral Queen to help the fleet obtain water supplies (Bastille Day), after Galactica's water supplies are sabotaged. (Water) Despite his dubious mathematical aptitude, (33) he is an exceptionally organized individual who also acts as the senior spokesperson for her administration (Litmus).
Off-duty, Billy has struck up a friendship with Petty Officer Dualla, a member of the Galactica's command crew, which has recently blossomed into romance (Secrets and Lies). However, this is despite the fact Dualla and Billy share irreconciliable viewpoints about Tom Zarek; he believed that Zarek was a prisoner of conscience who saw his fellow Sagittarians being mistreated by the other Colonies. As Roslin's unconventional treatment of her cancer persisted, Billy's concern heightened. When she passed out due to an overdose of Chamalla, he made a call which he, unknowingly, did on an open channel -- as such, it was intercepted by the often irksome Colonial Press.
Later on, he questioned Roslin's hallucinations and her actions in her search for the Arrow of Apollo. He believed that her actions would irreparably damage the Colonial Government, (Kobol's Last Gleaming, Part I) though he did stand by her side as Roslin and her Secret Service agents were prepared to thwart Commander Adama's attempt to arrest her.
