Tolan is the executive officer of the battlestar Pegasus, commanded by Commander Cain.
Tolan is with the party that initially welcomes Captain Apollo and Lieutenant Starbuck, after their interception by Lieutenants Bojay and Sheba near Gamoray.
Following the disastrous Interception of Cylon Tankers that had much needed tylium for the Fleet, Cain is relieved and Tigh is given command of Pegasus for the interim. While not rejecting Tigh's presence, he advises Tigh to wait to transfer the fuel until things had calmed down a bit, likely referring to Cain's future return, but Tigh proceeds with the fuel transfer (TOS: "The Living Legend, Part I").
