Moore was an advisor to [[Nationalist]] President [[Arends]].  As such, he knew about the secret peace treaty between the facist [[Eastern Alliance]] and the [[Terra]] Nationalist government. He brought up the attention of the two unidentified craft ([[Apollo (TOS)|Apollo]]'s and [[Starbuck (TOS)|Starbuck]]'s [[Viper (TOS)|fighters]]), but apparently was met with unconcern about it.


By Arends' request, he ordered the arrests of the Maxwells and Colonel [[Charlie Watts]], although it was truly Apollo that he participated in bringing in, thanks to the [[Being of Light|Being]] known only as [[John]]. Although he may have not agreed with some of the tactics of his president, he seemed quite willing to assist Arends in his endeavor against the [[Presidium]]. ([[Experiment in Terra]])
