Queen Lotay is the leader of the Ovions during the Ovion Wars.
As with the rest of the Ovions, Lotay is presumed killed in the Battle of Carillion. This is disproven upon Starchaser's landing on the remains of Carillion and its crew being summarily captured and presented to Lotay.
Athena strikes a deal with Lotay to assist in their fight against Baltar and the Cylonics, offering herself to be tried for war crimes in return for the Ovions' support (Steampunk Battlestar Galactica 1880 3).
Lotay is killed when Iblis takes over the Cylonics in orbit of Gamoray and, while the shields of the Queen's ship are deactivated, destroys the craft. As last of her royal bloodline, she has no successors and Athena becomes the Ovions' queen (Steampunk Battlestar Galactica 1880 4).
