An unnamed male assassin using a wrist-mounted garrote is in Phelan's employ circa 1 ACH (2000BYR). He first becomes known by the Colonial military after garroting Commander Jack Fisk in his quarters aboard Pegasus before Phelan himself, as a consequence of Fisk's disastrous attempt to undermine Phelan's control of the black market.
The assassin is subsequently part of a trap laid for Lee "Apollo" Adama in Shevon's quarters aboard Cloud 9, strangling Adama with his garrote to the point of unconsciousness. After Adama regains consciousness, he discovers that the assassin has been executed with a single gun shot to the head in an adjacent room. Tom Zarek surmises that this was an offering by Phelan, so that the investigation into Fisk's murder could be easily closed without further repercussions to the marketeers (TRS: "Black Market").
