Queen Lotay is the leader of the Ovions during the Ovion Wars.
As with the rest of the Ovions, Lotay is presumed killed in the Battle of Carillion. This is disproven upon Starchaser's landing on the remains of Carillion and its crew being summarily captured and presented to Lotay.
Athena strikes a deal with Lotay to assist in their fight against Baltar and the Cylonics, offering herself to be tried for war crimes in return for the Ovions' support (Steampunk Battlestar Galactica 1880).
