The Precedium is the governing body of the Terran Nationalists.

The Precedium believes that their president, Arends, has already surrendered every one of their "satellite planets" to the Eastern Alliance. To prove this they have sent General Maxwell on a mission to discover the fate of their satellites, including Lunar One, although Arends' forces have apprehended anyone who question his policies.

Later, President Arends tries to persuade the Precedium that a peaceful solution is best (Experiment in Terra).
