Queen Cassiopeia is one of two leaders of the border world Rising Star.

She wars with her sister, Queen Sheba, over whom has the most right to rule Rising Star.

Starbuck takes advantage of this situation by romancing both sisters, as well as taking jobs that he could not deliver on in order to obtain money (Steampunk Battlestar Galactica 1880 1).

In exchange for their assistance, Starbuck offers himself in bonded servitude to both of the Queens—who mutually despise one another (Steampunk Battlestar Galactica 1880 4).
