Minimum number of votes?

Few people seem to have noticed this RFA, as demonstrated by the low number of votes (2 at the time of writing). This raised a technical question in my mind: is there a minimum amount of votes? Since Spence mentioned it... To be honest, I made it a point never to vote in RFAs, since I've always felt that the community should be the one to decide who is an administrator without any needling from me either way. This was borne out of the fact that I was the only bureaucrat for a while, and thus the one who would "knight" the administrator.
