Pinius was a gaming chancery, likely somewhere in the sphere of the Twelve Colonies prior to their destruction.
When Starbuck discusses his new gambling system, Apollo brings up this gaming chancery, stating that he lost a sectons pay betting on a previous gambling system there. Later, Chameleon begins to tell Starbuck a story about a three-handed dealer there as they leave Adama's ready room (TOS: "The Man with Nine Lives").
