As can be seen clearly in Act of Contrition, Galactica's combat ability is as limited by her manpower as her mechanical resources. The following is a list of Galactica's current and former Viper pilots, Raptor pilots, and ECOs.
Active[edit]
18 total. 21 survivors from the explosion in Act of Contrition plus 8 nuggets, minus Fireball, Chuckles, Stepchild and one other viper pilot in The Hand of God, minus Karma, Crashdown, and the the pilot and ECO of Raptor 3 in Kobol's Last Gleaming, Part I, minus Starbuck and Boomer in Part II, minus Flyboy in Valley of Darkness.

Others: As of the Mini-Series, Starbuck informs Cmdr. Adama that "there are 20 of us climbing the walls down in the Ready Room". This is excluding the 20 members of Ripper's wing already sortied, and Apollo, on escort detail, and probably doesn't include ECOs.
After the deaths of Flat Top, 12 other pilots, and the severe injury of 7 more (20 total), there were 11 pilots and ECOs present in the ready room including Apollo, Starbuck, Boomer and Crashdown.
Later, Apollo states that there are 21 pilots remaining. If this number includes the 11 present for funeral services and 7 injured, then an additional 2 must not have been present (perhaps performing a skeleton Combat Air Patrol). 8 nuggets were then recruited to fill out the ranks, including Kat, Hot Dog and Chuckles.

In The Hand of God, a total of 19 vipers and 2 raptors are deployed. Starbuck is inactive at this time due to her knee injury. Presuming all 12 uninjured pilots (minus Starbuck and including the two not present for funeral services in Act of Contrition) and 8 nuggets were deployed, at least 3 of the 7 pilots injured in Act of Contrition must have regained flight status. The events of The Hand of God take place 22 days after Act of Contrition.
We know at least Boomer and Crashdown were crewing a raptor. The means at most 11 of the 13 to survive the explosion in Act of Contrition unscathed were viper pilots, and Starbuck was off duty. Plus the 8 nuggets, that makes 18 pilots for 19 vipers, meaning that of the 7 injured pilots in Act of Contrition, at least 1 of the 3 who had recovered by this time was a viper pilot.
In Scattered, Galactica is still able to field 18 vipers after losing Fireball, Chuckles and Stepchild.
