Minimum number of votes?

Few people seem to have noticed this RFA, as demonstrated by the low number of votes (2 at the time of writing). This raised a technical question in my mind: is there a minimum amount of votes? Is 2/0/0 considered consensus? IMO it shouldn't be. --Catrope^{(Talk to me or e-mail me)} 08:05, 23 July 2007 (CDT)
