Phelan was the head of the black market operating within The Fleet.
His father was a member of the Colonial Defense Force, and is presumed dead, killed during the initial Cylon attack. Phelan himself was an "ex-military mercenary".
Phelan had no issues with shady and immoral practices such as child prostitution. He claims "it's hard to find the moral high ground when were all standing in the mud."
He was shot and killed by Lee Adama aboard the Prometheus.
