With Adama only being a Commander and not an Admiral that doesn't have to be the case. And since Galactica was to be retired, the group was probably led from some other ship or Galactica wasn't even part of a standing group anymore. "Hero" also states that Galactica was supposed to be his retiring command, and command of a whole BS Group doesn't go so well with that. In any case I removed the rank from Adama's name there, since Battlestar Groups don't really exist anymore.
