Roslin didn't know Billy

This page says that Roslin chose Billy to accompany her to BSG because of his abilities. But he introduces himself to her in the mini-series, strongly suggesting that that is the first time they met.

Had Campbell not left?

Had Campbell not left, would Billy be a Final Five instead of Tory Foster? Alternatively Billy's death could now be (on a stretch) considered part of some manipulation by Mr. All Powerful and Unknown to put Tory Foster in a position of Power.
