The current version of this article suggests that Raptors were used to fly equipment down to New Caprica via sling load. All we see in the episode, however, are Raptors flying at low altitude with sling loads. Because their cargo is clearly small enough to fit inside any number of ships in the fleet, and considering the basic problems of carrying a sling load at hypersonic speeds, it seems more likely that the Raptors were repositioning equipment that had already been brought to the planet, like real-world helicopters used in construction.
