Safiya Sanne, Man of Many Hats
Safiya Sanne is a Representative on the Quorum of Twelve. The colony he represents is unclear - he is shown twice over two different placards, for Picon and Leonis.
Both placcards clearly identify him as the representative of the appropriate colony, and in both scenes he is seated on the left of Robin Wenutu, Canceron delegate. Billy Keikeya appears to verbally identify him as the Picon delegate, however. Perhaps whoever was responsible for dressing up the conference room on Cloud Nine made a mistake that wasn't corrected until after the first day of the session.

During deliberations for the election of a Vice President, Sanne flipped Picon's vote from Wallace Grey to Tom Zarek (Colonial Day).
