The unnamed characters article is fine for characters who don't have a large role, but when there is something to write beyond two or three lines, there is nothing wrong with having an article. Aside of stuff that is common to all Caprican refugees, there is only two or three lines about this character. Anyway, the character pages are linked from Caprican refugees, which after merging into the list of unnamed characters can lead to the characters' paragraphs in the unnamed characters list.
