:Unlikely. They just invent snippets when they need it. Same with Star Trek. The complete Federation charter doesn't exist, and certainly not in TOS. :::Supplemental books can be nice, and IMO the ST novels published in recent years are often many times better than a lot of the TV shows, but the TV writers very rarely have anything to do with them.
