Rising Star is a civilian vessel within the Fleet that operates casino facilities. The ship serves as a destination for gambling and entertainment, where individuals can accumulate debts in cubits that exceed their credit accounts.[1]

The ship's casino operations are significant enough that those who "get in a bit over their heads" owing "the casino more cubits than our credit account showed" may need to "skip out" rather quickly to avoid consequences.[1] This has led to the Rising Star serving as a source of refugees who flee to other ships in the Fleet to escape their gambling debts, with some seeking sanctuary aboard vessels like Broadside where they can hide from Fleet authorities.[1]

Broadside's Captain Ironhand notes that many of his crew come from "trouble" and that some are "fugitives from justice who've heard this is a safe ship for escapees from anything," including those fleeing gambling debts from Rising Star.[1]
