Looking at the size of the anchorage compared to the Galactica, I wonder if there wasn't more to this station than just storing bullets. Could it serve as a fall-back fleet HQ? More than munitions?

Looking at the size of the anchorage compared to the Galactica, I wonder if there wasn't more to this station than just storing bullets. Could it serve as a fall-back fleet HQ?
